Acting Chairperson

Shri Giridhari Nayak, I.P.S. Officer of 1983, RR Batch retired as D.G. SIB, Naxal Operations, Home Guard & Prisons, Fire and Emergency Service, Chhattisgarh on 30th June 2019. He joined Chhattisgarh Human Rights Commission as Member on 17.12.2019 and acting chairman from 19.11.2020.
Special Qualifications: -

  • He was the only IPS officer of Chhattisgarh Cadre in 2017 empaneled as D.G. in Government of India.
  • As Additional Director General of Police, he has worked on diverse fields of Policing with success, like A.D.G. Administration, C.I.D. Planning, Intelligence, Anti-Naxal Operations, Chhattisgarh Armed Forces (C.A.F.), Training, Telecommunication, Railway, etc.
  • He has successfully led the relief team of National Police Academy to the Super Cyclone in Odisha in the year 1999 and the Bhuj earthquake 2001.
  • Shri Nayak is a trained NSG Commando. He was the former Member of M.P. Rifle Shooting and Revolver Shooting team.
  • He has dealt with LWE problem for more than a decade in various capacities in Chhattisgarh and erstwhile Madhya Pradesh.
  • Shri Nayak received Indian Police Medal for Meritorious Service and President’s Police Medal for Distinguished Service.
  • Shri Nayak has authored two books, “Professionalism among Constabulary” and “Neo-Naxal Challenge : Issues & Options”.
  • His articles have been published in many international magazines.
  • Achievements: -
  • Serving as Superintendent of Police of Six districts of Madhya Pradesh, over a period of Nine and Half years, Shri Nayak is accredited with successfully handling maximum community sensitive district of Madhya Pradesh, ranging over the period 1989-93.
  • Shri Nayak was posted as Deputy Director of S.V.P. National Police Academy, Hyderabad and handling senior course, training and administration.
  • Shri Nayak was posted during Babri conflict period in four communally disturbed districts of Dhar, Raisen, Khandwa and Sehore to control the law and order situation, which he did successfully.
  • As Superintendent Police of Raisen District, Shri Nayak took extensive action against Jungle mafias and seized more than 100 truckloads of teakwood.
  • As Superintendent Police of Sehore, Shri Nayak took strong action against International Drug mafias and seized large quantities of Charas, Heroin, etc.
  • Shri Nayak had successfully handled Six General Elections in Bastar Region and two General Elections of Chhattisgarh.
  • Shri Nayak was posted in Bastar twice for about four years willingly and prepared the Police Force of Bastar region to fight Naxal menace.
  • Shri Nayak planned and developed the organizations of Special Intelligence branch and Commando unit for fighting Naxal problem in Chhattisgarh. He was the first (1st) I.G. of both the S.I.B. and S.T.F.
  • Shri Nayak prepared the Musketry Manual of Chhattisgarh.
  • Shri Nayak prepared the Jail Manual of Chhattisgarh.
  • Shri Nayak prepared the SIB Manual of Chhattisgarh.
  • Shri Nayak recruited flawlessly more than ten thousand police constables of Chhattisgarh.
  • Shri Nayak has contributed immensely to the Planning, Designing and Developing of Police Training Centre at Chandkhuri, Rajnandgaon, Mana, Jagdalpur and Borgaon.
  • Shri Nayak had organized training of two batches of S.I.’s and two batches of Dy. S.P.’s. He has also training about 20,000 Police Constables in Chhattisgarh.
  • Shri Nayak has contributed immensely to reform and modernize the Prison System by enhancing infrastructure, introducing e-prison system and solar system for lighting, cooking and fencing. He introduced blanket cleaning in prisons in Chhattisgarh to provide better hygienic system for the prisoners. He worked very hard to improve the overcrowding problem by constructing barracks with additional capacity for more than nine thousand prisoners.
  • Shri Nayak prepared the Project for Fire and Emergency Service and SDRF of Chhattisgarh. He made sole contribution in developing Fire and Emergency Service and SDRF teams in Chhattisgarh.
  • Election Commission of India has duly commended his work for successfully and efficiently handling the General Elections in the year 2009 in Chhattisgarh.

    Shri Mahendra Pal Singhal has taken charge as Chairperson w.e.f 02.12.2017 and retain the post of Acting Chairperson upto 26.10.2020.

    Shri Rajeev Gupta Hon. has taken charge as Chairperson w.e.f 19.11.2012 and retain the post of Acting Chairperson upto 18.11.2017.

    Shri Y.K.S. Thakur IPS Retd. , has taken charge as Acting Chairperson w.e.f 26.07.2010 and retain the post of Acting Chairperson upto 18.11.2012.

    Shri V.S. Choubey IPS, Retd. ADGP has taken charge as Acting Chairperson w.e.f 22.05.2009 and retain the post of Acting Chairperson upto 08.05.2010.

    Shri Lal Jayaditya Singh, Retd. District and Sessions Judge has assumed charge as Acting Chairperson w.e.f 13.05.2004 and retain the post of Acting Chairperson upto 04.05.2009.

    Shri K.A. Jacob, IPS, retired DGP of Bihar had assumed charge as Acting Chairperson on 03.08.2002 after accepting the resignation of Hon’ble Shri Justice K. M. Agarwal and retain the post of Acting Chairperson upto 12.05.2004.

    Hon’ble Shri Justice K. M. Agarwal, retired Chief Justice from Sikkim High Court appointed as the 1st Chairperson of the Commission. He assumed charge on 16.04.2001 and retain the post of Chairperson upto 02.08.2002.
